BILLIE JEAN MULLINS, 89, of Frankfort, Ky., formerly of Ashland, wife of James Mullins, died Jan. 30. There will be a visitation from 10 a.m. to noon Monday, Miller Funeral Home, Ashland. Burial will follow in Golden Oaks Memorial Gardens.
