I met Cynthia while taking up hot air ballooning and later worked with her doing Civil service exams. She gave true definition to the word "class". I was fortunate to know her.

We at RPEA will miss you greatly. You were an amazing lady and leader and truely a visionary when it came to public retiree legislation. Although many people were involved, Cynthia more than anyone else was singularly responsible for passage of the 2000 COLA law. Cynthia you will truely be missed!
