Cecil will be missed by all who knew and loved him. Tipton has lost a truly great pillar of the community. I will never forget the hard work Cecil did to help make our town a better place and when I think of his wit and humor, a smile comes to my face. My thoughts and prayers are with the family. Maybe God's hand be upon you.
