Charles, I still miss you very much as my attorney and my friend. You fought for me every step of the way with dedication and determination for what was right. You were surely a unique man with your gentle spirit yet confident manner. You were truly a man of integrity and character. I am so sorry that you were not able to celebrate our victory. I know you were there in spirit.
We surely miss you, Charles.

I just found out about Charles' passing today.........almost a year later.
Needless to say, I was shocked and saddened as well.
He and I were classmates @ Yorktown HS and well, Charles had that leadership quality for want of a better word.

Charles was a friend and esteemed colleague. Always a gentleman! Although we were frequent legal adversaries, our relationship was never confrontational. Quite the contrary, he was always cordial and accommodating. I will miss the pleasure of our conversations and the cases our clients had against each other. He was respected and admired by all. I will especially miss his warm smile and hardy handshake. Goodbye my friend. Thank you for making our world a better place!

To the special family who has given so much to Arlington, my condolences for their loss in Charles' passing. May his great strengths be a source of comfort and pride in his life well-lived. During Charles' years on the Arlington Board of Zoning Appeals, as a fellow member I observed at close hand his attributes of listening with great courtesy and thoughtful consideration. We can pay tribute through realizing Charles' goals for Arlington announced on New Year's Day.

We have been so lucky to have the Monroes in our lives. We are grateful for the friendship of Charles and Barbara. We will miss Charles very, very much, not just for the things he set out to accomplish for Arlington, but his compassionate nature towards others. Our hearts go out to Barbara, Christopher, Jonathan, Judge and Mrs. Monroe, and their family. With our deepest sympathies,
