Charles G. Passmore

I want to express my sympathy to the family of Charlie Passmore. I had the privilege of working with him at DPW in the 1980's. Charlie was an absolute genius at caseload forecasting and budgeting. He had a unique process that involved hand drawn charts and graphs that he would tape together and roll up for meetings. The accuracy of his forecasts is legendary. He didn't need computers and statistical software because it was all in his head. Charlie had great credibility with the legislator...

I remember Charlie and Helen well from when we were neighbors in Harrisburg in the early '60's. They were both wonderful people and lots of fun.
Always enjoyed time with them.

Charlie IS one of the best people i have ever had the blessing to know. I am a better person and truly blessed for having the opportunity to know him.
