The world will miss Doc's warmth, intellect, and humor. We are deeply saddened by his passing.

We all loved and respected Charlie. He will be sadly missed, both for his humor, integrity and, of course, enthusiasm for the Dragons!

I am very sad to hear about Charlie leaving us so soon. He was such a nice person and I really enjoyed him.

I didn't know him personaly,but I'm from Charleston,W.V also went to Garnet High. My cousin knew him very well. The Clarks,Croziers, Peters, Prillerman. Dr. Payne was by doctor at the VA for many years. He was always such a caring person who always took time to answer any questions that you may have. The medical world and the world in general has lost a very caring and wonderful man. Thanks again Dr. Payne you are missed. My prayers are with the family.
