Read MoreI've long lived away from Shreveport and just learned of Charles' passing. I came to know Charles in the late 1970s-early 1980s when he was serving on the Shreveport City Council and I was a reporter for The Shreveport Times. I'll always remember Charles as a man of outstanding character, capability, and kind consideration of others. He enriched my life and, I'm confident, the lives of countless other fortunate people.
