Jayme, Kelvin and family,
We are so shocked and saddened by your loss and the loss of everyone whose lives he touched. We met all of you thru basketball when Marcus and Kelvin played together on "Armed Forces". It is true.. when you met Charles you knew instantly what kind of a man he was. It is evident in you all as a family too. We will miss his smile when we greeted each other at basketball tournaments. First of all SORRY FOR THE LOST:( Charles was a free spirited man that got along with EVERYONE. He was a GREAT LISTENER and alway helpful in workplace here at the Special Commitment Center. He was truely a GREAT friend and a co-worker. I will deffently miss his smile and laughter. He WILL Truley be MISSED and my HEART and PRAYERS go out to ALL the PENN FAMILY. STAY STRONG.

Thank you for allowing us the opportunity to celebrate Charles' life. I was very impressed by the composure of Kelvin and Jaelen. It is very clear that all of the good in Charles, lives on through his boys.

If there was ever an Angel that walked this Earth, it was Charles. I will truely miss his laugh and wonderful smile. Thank you for bringing a wonderful Spirit into this life. Charles you will be missed.

Charles and I started working together in Fife when I was pregnant with my daughter. No matter how busy he was or what was happening he always had time for a smile and a kind word. When I returned from maternity leave every time our paths crossed his face would light up and he'd ask me how my little girl was doing. I remember the smiles that Charles would give to each and every staff here at the SCC. There was never a day that went by without a smile from him. He truly was an inspiration to me on how happy someone could be no matter what kind of crises was happening. I have never met anyone like Charles and I feel blessed that I had a chance to know and talk to him here at work or seeing him in a parking lot always with a smile. Thanks for being you.

I was 19 when I started working for the state of WA with Charles. In my memories during that time I had the opportunity to grow as a man with his knowledge and personal experiences he would share with me. I will truely miss him and also want to say thank you for being a huge influence in my growth as a young man in this world. God Bless your soul and my deepest feeling to the Penn family. I continue to smile knowing that you to will be smiling back as we walk the line.

May God Bless the Penn family during these difficult times, Charles was good man with a good heart. He always kept a smile on his face and was a pleasure to be around. I truly enjoyed getting to know him as we worked together at the Special Commitment Center.
