Governor C.L. “Butch” Otter has ordered flags to half-staff at all Idaho state owned facilities on Friday July 13, 2012 from dawn to dusk in honor of Private First Class Cody O. Moosman, age 24 from Preston, Idaho. Private First Class Cody O. Moosman was killed in combat operations in Afghanistan.
