I met Officer DeTullia soon after the opening of Southern State Correctional Facility SSCF. As the administrator of SSCF I was concerned about the lack of appropriate labor for the inmates stay at the facility. I had worked at a facility for individuals with developmental disabilities and witnessed a popular hobby for the residents. It involved making ornaments etc out of concrete. I thought that this could be a good labor project for the inmates and we could sell the products. The problem...
