I have lost a courageous, long-time friend and colleague. When I represented the State of Washington in Japan, and Korea, Deborah was one of the first people we met when we first visited Seattle, in 1989. I was overwhelmed with her warm, welcoming attitude. The next year, she came to our office in Tokyo to visit potential Japanese corporate investors for the purpose of resort development.
