I worked a summer program in Newark NJ in 1981, Mr. Payne and Carolynn Johnson were my supervisors. I enjoyed him because he taught discipline, respect, and dignitym vWe also had fun. He will be missed dearly. 2021

Thank you for organizing black youth in Newark in the 60 and 70's by introducing us to fraternities and sororities at the Newark YMCA. Gone but not forgotten..

We extend our deepest condolences to you for the loss of such a great giant in our midst. Our mother Eugenia Stevenson, former Liberian Ambassador to the Wash. D.C. extolled his praises and how dynamic he was to the Liberian People in helping to pass a critical piece of legislation at a most needed time for Liberians in the USA.
It was a very brave step, and thanks to him many lives could continue uninterrupted. May light perpetual shine on him.

Bill and the Payne Family,
It made me sad to learn that Donald had gone on to Heaven because he will leave such a void here on earth. Since the early 70s, our paths have crossed at many political and social intersections in Newark, Trenton and Washington, DC. In all associations, I knew him to be a dedicated, humble and highly respected public servant. He has absolutely left the world a better place. To our benefit, his memory and his work will live on.

To the Payne family my wife Pat and I offer our deepest sympathy at the passing of our dear friend Donald. We have watched him progress from one successful endeavor to another, all with grace and dignity. Thank you for sharing him with us for so long. He shall never be forgotten.
