I meet Doug at a dinner party put on by Kevin Strong in 1993 or 4. Kevin was with M.A. Mortenson at the time. Doug was interested in being the electrical contractor for the Federal Reserve Bank and I was the Bank's Project Manager for the new Ninth District. Low bid wins at that time in the Federal Bidding process but it didn't stop him from trying.
