Dr. Sutherland was a colorful character here in EPA's Office of Pesticide Programs when I began work in the 80s. Each of his work products was researched and finely crafted. I recall he once scolded me for changing "onto" to "on" after I offered to type his biological portion along with my economic portion of our joint work product. He cared intensely about his profession, his work products, and his quest for selecting a national insect.
EPA is richer for having had people like Dr....
