I am so sorry to see that Judge Hays has passed away. I testified many times in his court room and he always treated me with respect and honor. I always felt that he gave fair results to any trials I was involved in. Rest in peace Judge Hays. Retired TPD Officer Frank Domanico PR26122

My condolences to Judge Hayes family. He presided over many hearings that I was involved with, including one where it got quite scary. He was always fair, had high ethics and was very personable to us in law enforcement as well as those in the community.
