Fernando "Chumpy" Cortez Outlaw, 76, formerly of Decatur, was the son of the late Bennie Taze´ and Dolorese Glover Outlaw. Chumpy graduated from Decatur Negro High School in 1954. He continued his education at Tuskegee Institute on a full Athletic Scholarship. Later, he served in the United States Army and was honorably discharged after his tour of duty. Chumpy was one of the first blacks in 1963 to be employed by TVA Fish and Wildlife Division.
Loving survivors include son, Rodney Dobbins and three grandchildren, Breeland, Bryce and Brodi of Tucson, Ariz.; sister, Jacquelyn Outlaw Ifill of Huntsville; brother, Reverend Frederick G. (Amanda) Outlaw of Daphne; uncle, Raymond Glover of Huntsville, along with other relatives and friends.
Funeral service will be 2 p.m. Saturday, April 7th at the Kings Memorial United Methodist Church with Pastor Roderick Stallworth officiating and Reverend Frederick G. Outlaw eulogizing. Interment will be in Decatur City Cemetery. Mr. Outlaw will lie in repose two hours prior to funeral time. Visitation will be held from 1 p.m. until service time on Saturday, April 7th at the church.

"Chumpy" was my brother-in-law and friend. He was always willing to share with others and to help others whenever he could. Family and friends were always important to him. We all loved him and wanted the best for him. He will be sorely missed.
