I crossed paths with Foy in 1992 when we were both gunnery instructors at Fleet Training Center San Diego; I taught 76mm and he taught 5"/54. Foy was a great Sailor, an excellent instructor and a mentor to dozens of junior Sailors. He is gone too soon. Shipmate, may the fair winds always be at your back as your ship sails the calm seas of heaven; stand down - we have the watch.
