The Foresthill Divide has lost one of it's greatest assets and advocates with the passing of Frances. She was intelligent and fun-loving with a wonderful sense of humor. My father recognized her abilities and talent early and encouraged her to put them to use for the betterment of her community. It was our privilege to have known Frances and Ed and hope they are again together.

I had the privilege of meeting Judge Frances Rains in 2008 when I interviewed her at her home in Foresthill. She shared a story of how she had promised her mother that when she left the Navy, she would move to where ever her mother was living at that time and would stay for 2 years. Her mother resided at Baker’s Ranch and that is how Frances came to settle down in Foresthill.
