Estelle, Condolences to you and the family on the loss of an incredible man. Frank was a unique and very special person. I so enjoyed working with him at EPA when he was Gene Lucero´s deputy. I fondly remember running a 10k with him in DC in the 80s. He was incredibly slow but what he lacked in speed he more than made up for with his very quick and incredibly dry wit!!!
