To the Dee Family:

I first met Frank in the late 70's and always looked forward to seeing him at the Region 22 reunion. Lately, we have been adversaries in a series of arbitrations including one that ended in the Fourth Circuit.

Frank was a brilliant lawyer who practiced law with great integrity. His word was his bond. What I will cherish was his sense of humor. He enjoyed a good quip. And his retorts were even better.

Dear Dee Family,

My heart and prayers go out to you all for this difficult time. I met Frank only a couple of times but feel that I really got to know him through my son Arthur or Capt. Art as he's known down at the docks. Frank always treated him with the utmost respect and kindness and for that I will forever be thankful to him and I know he will be sorely missed.

I have been privlaged and honored to work with Frank on his boat and call him my friend. Every trip was special to be offshore with Frank and his beloved family, friends and colleagues. Frank loved to run his boat and to go offshore after a long week working. I will never forget his beautiful smile as he stood behind the helm and ran his boat. I extend my deepest sympathies to the Dee family. I have known Frank as a legal adversary for over thirty years. He was always a friend and a teacher to me. Although we were on opposite sides in hotly contested cases, he always acted with dignity, honesty, and concern for the employees I represented.
