My love goes out to Fran's family. He was so happy about all of their achievements. For they all live the high qualities that he shared in making the world a better place. He deserves the highest award for God and Country that is given. I am shocked and saddened by Fran's passing. I will always remember his kindness and optimism and readiness to listen. I followed him as the Bayshore District Boy Scout Roundtable Commissioner primarily because he took an interest in me early on, and placed me on his staff. To his family and relatives I offer my deepest condolences.

Fran and I became good friends through scouting because of our concern for the next generation and our own sons. I will always remember him as being one of the finest principled men I have ever known. He and I have spent many joyful and thought provoking hours talking about every subject imaginable. Fran and I agreed to always teach our scouts two things: "Do your best" and "Leave it better than you found it". I know that Fran set the example, for all who knew him, by making sure that he...
