I am greatly saddened to learn of Frank Ryan's passing. Frank and I worked together in the Coast Guard First District Comptroller's Office from 1979 until my transfer in 1982. He was a dedicated and very professional budget analyst with a wealth of knowledge on budget history, processes and procedures. Fred was a friend to everyone.
He was always great to me -probably because Maureen was the first love of my life.
I must confess I am probably the only one Fred got upset with twice.
My "job" on the baseball team was to give the steal signal (which all opposing players knew), and to keep score. Fred gets to bat and crushes a line drive to center field- but right to the center fielder. The center fielder missed an easy catch and Fred reached third. When he came off the field he was...

Just heard about Frank. So sorry that Frank is gone. He was a good person. He was a lot of fun with a great sense of humor!! I am sure he will be missed.

Frank and I were friends from 1967....college friends, then penpals when he was in Viet Nam, to "pals" when he returned to the states. he loved his family, his country, and his chosen field of studies, and I'm so sorry to hear he has passed away. Truly a gentleman and gentle soul among people...sorry we had lost touch for so long.

Frank was a great guy to work closely with both at Volpe and GSA. He was very conscientious in doing his job. Frank also made time in the office enjoyable with his rare sense of humor,
