My Profound condolences to the Serafin family. I was born in 1950 and we lived on 7th & Humphrey Ave. I was in "Frank's" all ,my life till it closed. Bill was a sweet guy. Always approachable. Even when I started working as a Social Worker he was always willing to go the extra mile. He was a man to ride the river with and will be missed.
