Frank and I began our professional and personal friendship about 40 years ago as principals to Sen. Dale M. Volker and his NYS Senate Standing Committee on Energy and Telecommunications. To know, Frank was to love Frank. Although I only knew him in the last 14 months of his life, his infectious smile and laugh, and his obvious care and concern for others were some of his most endearing qualities. We will miss him. And to Frank, I say "don't worry, we've got judy"
