I used to call his phone and leave messages all the time and would he lucky when he'd answer. I was absolutely devastated when I first heard of his passing. I think of him every single day and miss him. He was the most loving caring person ever. He had the biggest heart and the best smile! I loved when he would come and hang...

Condolences to the Armstrong family, I am sorry to hear of Fred´s passing he was a hard working loyal employee, he made me laugh from the first day he started working at the public utilities (water dept.)he was witty and always had a nickname for everybody. Fred was the guy you wanted on your team no matter what it was or who it was for. Fred worked with my dad Bob Lewis at the water department where they quickly became friends and still were to this day. He has been around since I was young and was such a loving guy. We fondly adopted him as our "uncle Fred" and he would always call us sweetie and give us the biggest hugs. We love him dearly

So sorry to hear about the passing of Fred, a coworker at Salt Lake Public Utilities, one could always count on Fred if you needed a hand or at times when no-one could be found at two in the morning on a cold winter night in freezings weather you could count on Fred. Rest in peace "Sargent Hardrock" you have earned your wings...Rich Valdez
