My father Victor Govan was your father's cousin. I have been helping my father, who is 98, with the family history and have been going through Father's correspondence. I have a copy of a letter your father wrote in 1994 to Sheryl (2nd cousin once removed). I wish I had met Noel, he sounds like he was a very interesting man. He mentioned you in another letter I found, he was so proud of you. You must miss him terribly.
