I was a member of the Cleveland Police Dept. I had never worked with Gary, but heard his name mentioned many times. Guy would always say something like "You don't know Gary?" He's the nicest guy on the department."

When I finally met Gary everything people had told me was true. He was the nicest guy on the department.

I was able to bowl many years with Gary and he always had a smile on his face and was always happy. I was truly lucky to have known him.

I am so sorry to hear of Gary's passing. He was a great person, and loved by many. May God comfort the Payne family at this difficult time.

I worked with Gary at the Marshall service in Cleveland. Gary was very nice caring guy. I will never forget the talks we had. Rest easy my brother.

To the Payne Family - so sorry for your loss. Gary was an extraordinary person and all around good guy. He will certainly be missed. Jean, stay strong and remember all the good times we had.

He was a great guy, and I worked with him in the 6th District. He had guts and he stuck to his.principals. Guys like him are a credit to the police department.

My friend, golfing buddy, and mentor will be greatly missed! ♂ So sorry we didn’t get to play a round of golf this summer.
