I was saddened to learn of the passing of Gerry Phelps. I had the pleasure of working with him in the Pa. Department of Public Welfare. He was a lot of fun with a keen sense of humor. He also was a skilled facilities planner who could maximize space use and create a comfortable environment in very challenging residential facilities. He was both responsive and competent. I always enjoyed talking with him about a wide range of issues. My deepest sympathy is extended to the family.

My condolences too the Phelps Family. I will always remember the times I traveled with Gerry to our state facilities and the after hours advice he would give. May God Bless Gerry and his family.
