Glenn was my XO on Sam Rayburn BLUE in 1967-1968. He was an excellent mentor, shipmate, and friend. Those of us in the wardroom and crew appreciated and respected him for his empathy, his calm leadership, and his true care for each of us as individuals. On behalf of all members of the U.S.S. William H. Bates (SSN 680) Association, and every shipmate that served aboard the Bates, we extend our condolences on the passing of Cap'n Arthur, the first Commanding Officer of the U.S.S William H. Bates.

It is a rare breed that earns the right to command a nuclear submarine and her crew, and Glenn Arthur was one of only ten men that carried the burden of command during the 30-year life of the Bates.
