As a full colonel, Harley preceded me as commanding officer of the 3rd Brigade of the 70th Division. A concientious and dedicated commander, he concentrated on the welfare of his soldiers. My condolences to the entire Barr family. I'll stop in and pay him a visit when I next visit the American Heroes at Arlington.
