Howard Carroll Obituary

Hon. Howard ("Howie") W. Carroll, age 79, was a born leader, statesman, voice for the voiceless, and storyteller extraordinaire. He was sworn into the Illinois House in 1971 and the Senate in 1973, where he served for 26 years and authored numerous bills focusing on equal rights and human rights, including the first in the country Hate Crimes bill, the first to include sexuality in the Human Rights Act, and CHIP. He also served as Committeeman for the 50th Ward. Howie was the Forrest Gump of politics from meetings with Presidents, Prime Ministers, and Mother Teresa, to helping stop the Nazis from marching in Skokie. Howie was a family man and deeply devoted to his Jewish faith. While his achievements were many, all were accomplished with a keen wit and contagious laugh. Howie was born in Chicago to the late Barney and Lyla Carroll. Beloved husband to Eda Carroll nee Stagman, daughters Jacqueline (Louis Bernstein) Carroll and Barbara Carroll (Dan) Delano and granddaughters Lillian and Alyssa and late brothers, Ira L, Earl A. Carroll. Contributions may be made to the Alzheimer's Association or Ezra Habonim Niles Township Jewish Congregation. Funeral service will be held on Monday, October 4 at 1 PM at Weinstein & Piser Funeral Home, 111 Skokie Blvd, Wilmette, IL. Masks are required. Family requesting vaccination as well. I am honored to have known and been related to Howard. For me he has always been one of the most loving, caring and heartfelt beings I have known. He was always there for me. We met at Senn H.S. and shared many friends. We kept in touch through the years because of involvement in politics in West Rogers Park/Rogers Park and the CTU. Howie was the best and most experienced legislator and a brilliant political leader. He cared about people who relied on his voice to protect their rights and their very lives. Most of all he cared deeply about his family, his wife, Eda, his daughters, Jackie and Barbi and his grandchildren. His list of dear and lifelong friends is endless and includes mayors, governors, senators and congressmen, as well as religious leaders both Jewish and Christian. He knew everyone and everyone knew and respected Howie. May all of his family be comforted among the other mourners of Zion and Jerusalem.
