He was my supervisor after he joined the Tank Automotive Command.
I soon found that he was one of the smartest individual I had ever known. He was highly skilled in managing employees working for him and representing his Branch with higher management.
We soon became good friends which lasted for many years after he left TACOM for the Department of Transportation. My wife and I vacationed with Howard and Mai Tran several times and maintained contact until he succumbed to Parkinson...
