Hugh Carter was a gentleman and a very kind person. One of his many contributions to the success of his second cousin´s 1976 presidential election was co-chairing Target 20, an early insight of Hamilton Jordan´s master plan for Carter´s presidential run. Target 20 referred to the plan for Carter to qualify first among all potential candidates for matching federal campaign funds by raising $5,000 in each of 20 states.
