Irene Dowdy Carter, 86, of Roanoke, Va., died on Wednesday, November 12, 2008, in Kingsport, Tenn. Irene retired from Community Hospital of Roanoke Valley with 40 years service as the Director of Medical Records. She was an active member of Colonial Presbyterian Church serving in many capacities....
