Jim Dutcher - the epitome of a true gentleman, always., and taken way too soon. I remember Jim coming to my desk and clicking his heels to make me smile. And he would never let me forget how hard we worked to get me a $1 raise for reinstatement to Federal service. A great feat and reward. He was always ready to pour our evening glass of wine when I visited - so attentive. I will miss that smile and his sense of humor. Cheers, my friend.
