Dear Nelligan family, I am very sorry for your loss. Sgt. Nelligan is a kind, decent, and good man who is a great Cop, and who was always there whenever I needed help. You had to admire him as he looked, acted, and was everything a Policeman was ever imagined to be. God Bless You Sgt. Nelligan, and God Bless your family, I salute you my friend Amen. Sincerely Vincent Scorsone

So sorry to see that Jim has passed. What a great guy. During his involvement in the PBA, he was the leader in our area fighting for the members. He was an inspiration to many of us in the Cohoes PBA and helped us in many ways. Jim was a very smart guy and had a winning way about him when dealing with others. He was a true leader and just a great person. My sincere condolences to Jim's entire family. May he R.I.P.
