Judge Phelps will be remembered as a member of the Topeka High Class of 1934 that attended the first years of the beautiful building opened in Topeka, KS in 1931. He was the guest speaker at the 75th anniversary of the building in 2006 and inducted in the Topeka High Hall of Fame in 2014. This fine man will be remembered and missed by Topeka High School.
