To the Rhines family, I'm very sorry to hear about the loss of Jim. He was my friend. I enjoyed sitting out at his picnic table talking about what's going on in the neighborhood, fishing, the carwash or just enjoying the summer evening. Jim was always so supportive and complimentary of our department . He was a true gentlemen in every sense of the word. I feel sad that I didn't have a chance to pay my respects at his funeral.
