To Norma & Family - I had the privilege and honor to know Jim and serve under him for 9 years on the Rockford Zoning Board - I came to know what a fine person and Public Chairman he was, and he was an inspiration to me in my subsequent service in two other Cities and States. We have ALL lost one of Rockford's BEST!!
