Jim was a gift to everyone who knew him well. I have cherished memories of the time we spent in the late 60s on the Urban Information Specialist project at the University of Maryland. The project was such a stretch for the times and we all learned a great deal about service to the public.

Jim Welbourne served the citizens of New Haven extraordinarily well as City Librarian. He understood the needs of the city and led the Library system through many difficult times and good times. He was a pleasure to work with because he was a kind and caring person.
