I will always remember Jay as unfailingly friendly, kind and gracious when I encountered him around the U.S. Fish & Wildlife Service Regional Office. I first met Jay when he moved to Portland in 1975 because my supervisor at the Lower Columbia River National Wildlife Refuge Complex was his uncle, Bob Watson.
