Jeff was a Navy pilot. He was also a life pilot to me. I first met him about a year before he met me. But during the few years we lived as neighbors and worked together in Frankfurt, he demonstrated so many ideal and professional qualities I can only wish I could have worked with him longer. In the years after Frankfurt, I made many work trips to California, and Jeff made several work trips back to Washington and to Dayton. We shared a lot of meals and visits. Nancy and I were deeply saddened by the news of Jeff's passing. Having worked with him both in GAO/Frankfurt and the AFAA/Norton offices, the latter to which he recruited me. I had great respect for his knowledge and leadership on the job, but more importantly for his integrity and character as a friend outside of work.
