Jim was an amazing scientist, author, colleague, and mentor. I got to know Jim when he served on science groups for the Columbia River Basin Fish and Wildlife Program of the Northwest Power and Conservation Council. His early work on the Independent Scientific Group culminated in the report Return to the River, which reviewed the Fish and Wildlife Program and set a course for a conceptual foundation based on burgeoning scientific thinking on restoring ecological processes rather than relying...

Jim got it right about salmon recovery. First of all, he pushed the understanding that hatcheries could never restore salmon runs to their former numbers, due to the inherent weakness of raising juveniles in artificial environments.
