Mr. Phelan definitely was the best PE teacher at De Vargas Middle School. So cool and understanding of us as kids and fun to be around. Rest in Peace to a wonderful teacher we all needed and deserved. Prayers to his family

My prayers are with the Phelan family. May God Bless Jim and your family. What an awesome man. Knew him at DeVargas JHS and he was a blast to talk with. Always joked with him that he was the WR that caught that Hail Mary pass at Boston College from Doug Flutie. Such a love for those kids at the school and his family. Always an uplifting spirit whenever we ran into each other over time. God Bless the Phelan family.
