Joseph Lindsey Frank, Jr. was born on February 7, 1959, to the union of Emerita Leger and Joseph Lindsey Frank Sr. in Houston, Texas. He graduated from Hardin-Jefferson High School Class of 1977 in Sour Lake, Texas. He later attended Prairie View A&M University. He was a Local Union #853 member and was employed with DuPont Sabine Works in Orange, Texas, for over 20 years.  


Joseph passed away at UTMB Hospital in Galveston, Texas, on February 22, 2024. He was preceded in death by his daughter, Monica Grogan; loving parents, Emerita Leger and Joseph Lindsey Frank Sr.; brother, Vincent L. Frank; paternal grandparents, Hadley and Armantine Frank; maternal grandparents, Clarence and Elvina Sam Leger; niece, Tyler Frank; uncles, Robert Sr. and Jerry Leger; cousins, Corey and Reggie Bertrand, and Robert "Pig" Leger Jr. 


Cherished memories of Joseph are left to his loving companion, Tunja Robinson; one and only sister, Tammie Frank-Flanagan (D.R.) of  Houston, Texas; daughters Cheryl Frank of Baytown, Texas, Angel Frank and Desire West of Houston, Texas; son, Kelvin J. Frank of Beaumont, Texas; fifteen grandchildren, eight great-grandchildren; aunts, Rosa Lee Guillory (Robert)  and Rose Leger of Winnie, Texas, Judy Frank of Clewiston, Florida, and his favorite, Auntie Geradlynn Bertrand of Winnie, Texas uncle, Robert Guillory of Winnie, Texas; niece, Meko Frank of Midland, Texas; nephews, Joseph, Brayland, Bray'veon, and Jaquarius all of Houston, Texas and a host of other relatives and friends.


 If you knew Joseph Frank, he never met a stranger. Joe was full of life and always made people laugh. He was known as "The California Kid," better known as "Joe Fly." This was how he introduced himself with a smile. He was such a good-hearted person; he would if he could help you. Joe was the embodiment of  “My Brother's Keeper.” Joe was also a heart transplant recipient. He lived his life to the fullest. Joe's passion was rodeoing and cooking, and he was an avid Dallas Cowboys fan. He loved his friends and family dearly. 


Joe's earthly presence will be missed forever.
