Not sure what to say?

One of the best persons I ever met in my life. He was smart, cultured, dedicated to the mission, loved his country, the Agency and its people. He was a great leader and excellent public speaker. I miss him but thank God for memory.

So sorry for his loss. I learned so much from him many years ago. He believed in my abilities before I even knew what they were. He was an excellent manager and leader. The Hayes family is in my thoughts and prayers.

"And if you find her poor, Ithaca has not deceived you. So wise have you become, of such experience, that already you will have understood what these Ithakas mean" The last paragraph of the poem which is framed in my office. Joe and I spoke about frequently and he always smiled broadly about his adventures. Rest in peace my friend. I thank you.

The ultimate professional, a true gentleman and a role model for all of us.

An extraordinary officer and an extraordinary friend. He was a truly educated man.

Joe was the best as a mentor and friend.
I will miss him greatly.

Joe was a wonderful, decent man who cared deeply about his family and others. Our hearts go out to Marbeth and family for their loss. He will be greatly missed by all who knew him.
