Losing Joe is particularly sad for me because he helped me over the course of many years. And I hope I helped him too both in Counsel's Office and in Investigations. Before I even went to Civil Service, I used to call him up for advice on civil service matters and found him to be the nicest and most affable guy there (and he had a lot of competition). Every year after he retired, I would call him on April 15th to wish him a HAPPY BIRTHDAY and REMIND HIM THAT HIS TAXES WERE DUE!!! I last spoke...
