Joe was highly respected by fellow officers in the HPD and employees with the Town of Hillsborough. In addition to being an outstanding investigator, he was always calm, patient, caring, willing to help others, and always fun to work with. I always enjoyed talking with Joe during trainings or when we crossed paths. He was always kind and willing to help me out. He'll be missed. The thoughts of many at the Town of Hillsborough are with the Holloway family!
