To Joe's wife & Children & his brother Dick...It's been many many years since I knew Joe, we grow up together on Howard Street. I remember all the times we would rush home to watch American Bandstand in Joe's basement...he always had his sketch book in front of him drawing the Kids on bandstand. My thoughts & prayers are with the family. May he rest in peace.

My deepest sympathy to Suzi, Jeffrey, Damon, Josh and Shannon. Harrisburg has lost both a great man and brilliant artist. You...

I remember well, the red MG TF .. it was unique .. unlike any car on the road .. a reflection of Joe .. "one of a kind." And, yes, affectionately, we thought you were a "hot shot," in that little red car. Back then, when Joe had red hair - bet that's why his car was red. He...

He was a man who created art in its finest sensitivity. He was also very funny! The world lost one of its finest artists, and he will be missed. My sympathy goes out to you, his family.

Jeff, Damon, Josh, Shannon,
I am very sorry to hear of the passing of your father. I was fortunate enough to meet him several times during our high school years. My thoughts are with you and the entire Phelan family during this difficult time.
