I worked for Mr. Holbert in the Office of Fair Housing and Equal Opportunity for many years until I retired in 2023. If there was anyone who could be called the FHEO historian it was him. He had a memory that knew no bounds - he could provide an in-depth analysis on any subject. He defended his staff whenever it was needed. As a co-worker at US Dept of HUD, Headquarters, Washington, D.C., he was sensitive to the needs and resolutions of victims who filed complaints under Title 8 of the Fair Housing Act. Ken was a walking encyclopedia of court cases involving General Counsel staff, DOJ, State Attorneys and civil rights offices nationwide. I worked with Mr. Holbert in fair housing and equal opportunity during the 1970s. I will never forget his keen intellect, leadership and dedication to mission as a mentor, lawyer and superb public servant.
